PARITY PARTICIPATION

The Supreme Electoral Tribunal of Honduras (TSE in Spanish), through Resolution 001-2016 of July 11, 2016, has called on the Honduran citizenry to primary elections to take place the second Sunday of March 2017.
Internal political movements of parties participating at this stage will nominate candidates to choose 3022 elective office holders distributed as follows:
1) A president and three Vice-presidents.
2) 20 deputies to the Central American Parliament, and their alternates.
3) 128 deputies and alternates to the National Congress.
4) 2722 positions of mayor, deputy mayors and council members for 298 municipalities in 18 departments.
The TSE 003-2016 Resolution establishes the principles of parity and alternation to reach 50% participation of women in elected office; in 2012, the quota was 40%. Such an attempt is a recognition of the level of maturity and political enthusiasm that Honduran women have demonstrated with a turnout of 52% in 2009, when they won 21% of elected positions. In 2014, they achieved 26%.
Still, efforts to ensure effective participation of women require adjustments to arrive at fair parity. The distribution of deputies by sex under Article 6 of Resolution 003-2016 requires internal movements of political parties to commit 58 or 70 titular and  alternates for the female candidates. The number selected in each case would indicate the disposition of the of the parties’ movements to comply with the parity spirit.
It would have been more equitable to consider a mechanism to allow the possibility of having 64 proprietary positions and 64 alternates for females in the primary elections of 2017.
Choosing more women for elected office could contribute to lower levels of corruption present in Honduras for a long time. It is very likely that women who have stepped forward to leading presidential candidates posts will reach positions of greater responsibility and power.
Women in politics are called to participate in the challenge of building a more honest and transparent Honduras.
